    Signals → composite

    For each partner, the booking sub-score comes from the completed-vs-cancelled ratio on the shared bookings; the contract sub-score is 100 minus the average risk of that partner's analyzed contracts (#08); reviews and service are synthetic per partner. The composite is bookings×0.30 + reviews×0.30 + service×0.25 + contract×0.15, clamped 0–100, and the partner is flagged when the composite is below 62.

    Composite → action

    A flag is a prompt to act across the ecosystem: probation or a settlement hold in Payments & Settlements (#34), a contract renegotiation surfaced by Contract Intelligence (#08), or a compliance review in #22. Because the sub-scores read the shared bookings and the analyzed contracts, the scorecard always reflects current ecosystem state.
