    Submission → decision → listing live

    A host submits documents and property details during onboarding (#32); the submission arrives as a KYC case. The owner runs Checks — collect and the compliance policy (#22) run deterministically, then the metered stage scores the seeded per-check results into a risk number with a suggestion (two or more fails suggests reject; risk over the threshold suggests flag). The owner passes, flags, or rejects. A pass emits listing.unlocked and flips the listing live; every decision emits kyc.decided on the live bus and writes an audit entry. A viewer's actions stay credential-scoped and reset-clearing.
