A host uploads a photo; it lands in the verification queue. The owner runs Verify — decode/downscale and the policy gate run deterministically, then the metered vision stage produces a quality score and the duplicate/mismatch verdict. The policy decides whether a duplicate or mismatch flags or rejects; a quality score below the floor flags. The owner makes the final approve / flag / reject, which writes the verification state and emits photo.verified on the live event bus, feeding the gallery and trust analytics (#13). A viewer's actions stay credential-scoped and reset-clearing.
