Signing in + the case queue
The ecosystem is gated — sign in as the universal owner (admin / admin@123) or the read-only viewer; an unauthorized visitor sees only the sign-in card. Open Refund & Dispute Decision Assistant from the launcher; it mounts in the operator console. The queue lists cases; filter by decision, by dispute, or by whether a recommendation has run.

Run the assistant + decide
Pick a case and run the assistant: it returns a recommendation (approve / partial / deny), a recommended amount, a rationale tied to the refund policy, and a confidence. The dark inspector shows the stage's mode and cost; the case surface shows only the recommendation. The owner then decides — approve or deny, with an override note. Approving releases a simulated refund and a confirmation; every decision is owner-only and audited.
