    Demand → published roster → assigned work

    The owner runs the forecast: it reads occupancy/event-derived demand across seven days and five departments and recommends a headcount, lifting weekends. Auto-roster matches that headcount to available staff per department, builds 8-hour shifts across the day's start times, and publishes them — an owner-only write that throws for a viewer. Those published shifts immediately change how app 14 assigns: its auto-assign now prefers staff who are on shift. The owner can approve or adjust individual shifts; staff can request swaps and leave. Labour cost rolls up for the owner and feeds the cost/FinOps view (app 27).
